The City of Arlington’s governing authority of the airport dates back to 1945 when the Navy placed the airport on inactive status and later granted the City use of the airport under an Interim Use Permit in February 1946.  Once the permit was received, City Council established the Arlington Airport Commission to govern the airport per RCW 14.08.  Arlington Municipal Code Chapter 2.44 “Airport Commission” was then adopted which outlined the responsibilities of the Airport Commission.  Beginning in 1972, the City Council and Airport Commission adopted the first airport rules and regulations known as Title 14 “Airport.”  These first rules specifically dealt with aircraft parking and non-payment penalties.  Since then, Title 14 has been updated four additional times with the last update done in 2005.
