The Comprehensive Plan is the City's main policy document for guiding growth and development. Comprehensive Plans are written to plan for the next 20 years of growth and address issues such as land use, housing, parks and recreation, transportation, public services and facilities, and economic development.

How to Use this Document

To Use as a Master Environmental Document on Which to Base Future Environmental Analyses
Applicants for development projects preparing environmental documents for analyzing project impacts may use the information contained herein. It is possible that some of the information would become outdated; however, such information may be updated during annual, 5-year, or 10-year Comprehensive Plan updates. The user is directed to the description of existing conditions and the environmental impact analyses and environmental findings in the appendices to the City’s Comprehensive Plan.

To Use as a Comprehensive Plan

To use this document as the City's Comprehensive Plan, for the basic plan elements the reader is directed to the Executive Summary (Chapter 1), the Figures and Maps (Chapter 2), and the Goals and Policies (Chapter 3). This is all that is needed to know what our future plans are. If one wishes to see the background supporting data and analyses on how these plans, goals and policies were developed, turn to the appropriate Element addressing the issue in which you are interested. Realize that the goals and policies of one Element may pertain to another Element since many of the issues are interrelated (e.g., land development and transportation planning). If the reader is interested in proposing a development project or on proposed regulations, care should be taken so that the project is designed in conformance with any and all pertinent goals and policies. If the reader is interested in reviewing and commenting on a proposed development project, keep in mind that planning staff and the decision-making bodies need to know what goals and policies the project does or does not conform to. In making comments on development projects, please reference the goal(s) or policy(s) by number.
